In order to make sure that as the benefits of our commonwealth projects draw people from all over to our city, they do not then cause those living here to be priced out of the city, we will establish grociery and supply stores for basic goods....where those with an established residency will be able to make purchase at a discount sufficient to fully offset price increases....subsidizing the costs.

There will be means-testing...and income brackets will determine the level of discount...those living in seattle will get a minimum monthly credit of 10 percent from the previous month against current month purchases.

Those who make under 20,000 per year will get the largest discount, perhaps as much as 75 percent....whereas those with incomes that exceed 75,000 or who do not answer and provide proof of their income the price will be same as what the tags read for each item.

All purchases will require a card and this is one way a person can discretely enjoy their savings without having to reveal which bracket they belong to.
