Gopher Highway
A system of underground roadways throughout Washington State....dug some 50-60 feet deep and 150 feet wide or so....to accomodate two levels of traffic in opposing directions and switching between one another...or 350+ feet for two sets of lanes side by side at 20-30 feet deep...perhaps both at different points along the route.

Each level/lane-set will have 5 car/light truck lanes, and 3 lanes for heavy trucks including semi's and 3 for an emergency lane, which would park a maintanace/emergency vehicle every mile or so.

Along the entirety of the lanes along the outside wall (the one at the emergency lanes) there would be a continous, and unbroken walkway allowing walking and jogging enthusiasts to do so for hundreds of miles at a time :]
It also would lead, every couple hundred feet....to stairways and elevators to the surface...each exit/entry point leading to a nature area or picnic area nearby or just above....also into way stations....underground centers for shopping and eating every couple of miles...as well as feuling centers.

All shops/businesses will be shared-profits...funding the maintanance of the nature/picnic spots.

The roadway will operate on a high speed limit--no speed limit basis....long stretches up to dozens of miles at a time will be 130mph+ allowing those with a thirst for speed to quench it.
The remaining areas will be mostly 70-100mph and 100-130mph.....the specific speeds will be highlighted on changeable, high contrast digital displays above each lane, so that some lanes may be at higher speeds than others when needed.

Every patron will pay 10-20 dollars for a day pass (24 hour), the fee will cover maintanance and new construction....the goal being 1 million daily drivers within 3-4 years of completion..providing somewhere in the realm of 3-5 billion dollars annually.

Every vehicle entering will have to take upon entering, and give upon leaving, a tracking device that allows real time monitoring of traffic patterns, and in cases of emergency/crashes...to communicate with the passengers or know which ones are at risk/injured.
Also to make sure speed limits (both upper and lower) are respected.

The tracking units will also provide real time maps of traffic to drivers and indicate places to eat and rest/relax nearby...parking spots that lead to interesting grounds like mountain vista-views, etc.

Drivers will have to qualify on a car simulator to test for reaction time, and familiarity with proper conduct in the passageway, including what to do in case of accidents...qualification will be required for entrance.

Emergency helicopters...maintanance, capable of lifting up the attached roof (once properly disconnected) from sections of the highway (a shallow covering of soil (1 foot or so) will hide the roof) and medicopter for quick multiperson extraction will be stationed every 15-25 miles for quickly dealing with serious accidents such as a  mass pileup in which a fire/toxic fumes accumulate...requiring sectioning off a large stretch of roadway....in these cases the parallel walkways will contain (every mile or so) firemans doors that can lock off the areas in an airtight high temperature seal as will the entrances/exits to the outside.....emergency equipment will allow the road to be sectioned off itself.

 
The primary benefit of this highway system is for a quick transit between Seattle and the surrounding area and Spokane. 
Secondly, a transit system to all the interesting, natural and designed places and spaces, around washington state.
Thirdly, to be a powerful attraction for drivers with a thirst for speed.....both for americans from around the country and foreign tourists....another unique draw distinguishing Washington's offerings from the rest of the country and the world.
