First, those who have crews/teams...who have specific projects and plans can submit them for examination, followed by routine check-ins now and again to make sure that the resources are not wasted on groups who linger and meander rather than complete their stated projects.
These will be given virtually open-ended access to all the resources to make movies, music videos, and all other manner of video and audio production.
Second, more openly, on a time-wise first come first served basis, lesser resources and technical equipment will be available for everyone.
Additionally new musical stages (fixed/mobile) and neighborhood movie houses/theatres will be included so that these talented people can be given expression to their efforts, for free public enjoyment...resulting in more exposure for the artists and more exposure of the public to the artistic.
