Deputy Reserves and Facilities
The community reserve system is one in which ordinary people volunteer to receive high order training to compliment and augment existing civil services.

In theory, cities that participate in the use of deputy reserves have the capacity in a short time to mobilize hundreds of people to every full time paid member in uniform, when an emergency or a serious and developing situation, or special event calls for it.

The facilities which train these people will mimic various police, fire service, medical, utility, and other vital service skill sets that are in need and use.

For those public services organizations that participate there will be a share-use agreement that will expand their training and material capacity offerings and will co-develop new strategies and tactics to increase their efficiencies and effectiveness in the exercise of their duties.

It will be available in the neighborhood academies which are for developing peoples talents overall...the deputy service is just one of the offerings.

Facilities will be needed on a neighborhood level to get people started and the larger facilities to fill-out the training.
